Joseph Marra is a professional with a strong foundation in Civil Engineering and a master’s degree in business administration from the University of Liège in Belgium.

He began his career at the University of Liège, working in the Material Mechanics department, where he managed industrial projects for two years. In 2005, he joined ArcelorMittal’s Construction Research Centre as a calculation engineer specializing in roadside safety equipment. By 2012, he had advanced to the role of Program Leader within the Civil Engineering department.

Joseph later joined GDTech, an engineering services company, where he currently serves as Chief Business Development Officer. His main responsibility is to grow the company’s simulation services, particularly in crash and dynamic analysis using LS-DYNA, with a focus on roadside safety systems.

He has been actively involved in several key industry organizations. Since 2005, he has been a member of the European Road Federation (where he has been Treasurer), he joined the Smart Transportation Alliance in 2017 and the INTOROADS association in 2023. Joseph is recognized as an expert in both Belgium and France for his contributions to the development of European standards EN1317 and EN12767, through his work with Technical Group 226.

GDTech also participates in meetings of the Transportation Research Board (TRB) related to NCHRP 350 and MASH. Joseph is a European Committee Member of the TRB AKD20 Committee on Roadside Safety Design. Additionally, he represents the EUDARTS association in French-speaking regions (FRDARTS), where he focuses on the use of vehicle data collected from crash events.

Carsten is a civil engineer with almost 25 years of experience in the highways sector. After graduating in 1999 he joined the Highway Construction Technology department at the Karlsruhe Institute of Technology (KIT) in southwest Germany as a research assistant and received his PhD in 2004.

He went on to become head of the department, giving lectures and conducting national and European research projects mainly in the field of asphalt, road construction materials and road pavements.

In 2006 Dr Karcher started his own consultancy, Asphalt Pavements for Europe, alongside his work at KIT, providing trainings, consultancy, expert reports, moderations, and presentations.

In 2013 he left KIT to focus on his consultancy and his role as Director of the European Asphalt Pavement Association (EAPA), where his main activities were the development of the association, health, safety and environmental issues, political items, lobbying and organisation of events including the E&E Congress. In January 2019 he took over the post as Secretary General for EAPA.

Jean-Pierre Paseri is a civil engineer who graduated from the ESTP in 1986.

President of Routes de France, and very involved for many years in the federative action within Routes de France, FNTP, FIEC (vice-president), Jean-Pierre Paseri has devoted his entire career to the construction of transport infrastructures and in particular roads and freeways.

In all his missions within Eurovia (now Vinci Construction), he oversaw the “railway” subsidiary, road construction activity including industries, demolition activity and road equipment (road marking and signs), both in France and internationally and in particular throughout Europe.

Very active in the field of decarbonization of infrastructures and reduction of greenhouse gas emissions, he is currently leading the drafting of the profession’s “decarbonization” roadmap within Routes de France.

He is very committed to improving and maintaining the quality of the road network for the safety of users and for the European economy, in particular with the concept of “mobility as a service”.

Before joining Potters, Pascal Hivert had several professional experiences in various sectors.

After graduating as chemical engineer, he started his career as lab manager in the detergents industry. Then he turned ‘bad’ by definitively switching to commercial responsibilities, mainly in the polymers and coating business.

He joined Potters in 1999, within the EMEA division, holding successively different sales and marketing positions in relation with the segments we operate in, like for instance plastics and metal finishing. However, he has always been focusing on the main one, which is road marking applications.
Since 2015, he has been EMEA sales manager for the road marking industry, leading a team of 5 persons, including the Sovitec part since the 2017 acquisition.

Along all these years, he used to be part of the French normative commission dealing with horizontal marking (CNSH), and he has been the representant of Potters at the French Road Equipment Association (SER).

Myrko Bellmann has been working in the road safety business for 15 years, after studies of law and a period in motorsports, and is representing Volkmann & Rossbach, one of Europe’s leading manufacturers of road restraint systems, in the ERF for more than a decade.

Today being responsible for standards, product certification and homologation at V&R, Myrko’s aim is to further consolidate the ERF’s position as a link between the European institutions and the industry.
He is convinced that a strong voice of the stakeholders is important in particular today, when all our members are is facing major changes with the European Green Deal or the revision of the Construction Products Directive.

Harald Mosböck looks back to more than 25 years of experience in the paint and road marking systems industry with employments at Rembrandtin, Herberts Austria and Dupont Performance Coatings Austria.

In 2000, Harald joined Manfred Swarovski‘s SWARCO Group and later became Managing Director of SWARCO road marking contracting companies in Austria and Germany. He has also been heavily involved in the development of road marking contracting in Hungary, Bulgaria and Romania. In November 2016 Harald Mosböck became SWARCO’s Head of the Road Marking Systems Division for Europe, the Middle East and Africa.

He holds a Master of Science degree in Traffic Telematics from Austrian Donau-Universität Krems and graduated in export trade at Vienna’s University of Economics.

Former ERF President (2010-2017) and current Director General of the Spanish Road Association (AEC) since September, 2006. As a civil engineer, he began his professional career within this entity, more than fifteen years ago, on the role of Technical Director, becoming Deputy Director General in 2001. He is also President of the Ibero American Road Institute (IVIA), an organisation which aims to establish a cooperation network between all Ibero-American countries on technical and professional matters linked to road and transport infrastructure.

As a well-known expert in road safety, Mr. Díaz has led a great variety of technical studies and researches on this matter at Spanish and European level. His expertise has been also recognised in Latin-America playing an important role as adviser in the development of Road Safety Plans for the region and specific countries in partnership with the Inter-American Development Bank (IADB).

Mr. Rik Nuyttens started his career at 3M in 1984 and recovered various positions in Europe and USA along the years:  R&D, technical, marketing, and business.  Currently based in Brussels, he holds the position of Regulatory Affairs & Connected Roads Manager for the 3M Transportation Safety Division for the Europe, Middle East and Africa (EMEA) region. Graduated in 1980 with an MSc in Polymer Engineering and Processing at the Belgian Institute for Textiles, Chemistry and Agriculture (Ghent – Belgium), he then further obtained MBA in 1993 at the Brussels’ VLEKHO economical institute : “Management of International Operations”.
